    Yes it is, you can get that horse for 80 horse race tokens or by using an appearance horse changing coupon

    I think they will not increase a region rate. I mean, RU server players  made a petition for rate increasing and in-game demonstration , only after that they got better rates. More screans here

    Btw guys, did somebody notice that our new t8 started to be more potatoe? I have read that RU server has the same problem since last patch. Now almost all new t8 get only around 10 skills at lvl 30
