    I agree with the OP. The feature where guilds cannot be war dec'd if they have not participated in node wars is designed to protect small guilds of low level players. If guilds are strong enough to put together grind parties and pvp at top spots they should be strong enough to participate in a guild war.

    Yeah, I agree with this. It's a difficult thing to balance in any MMO as I'm sure some people will have +20 very soon, and others could take months. Given that we already have quite large differences in level, I would prefer not to see yet more mechanics creating huge differences in gear.

    Because it would make +18 and beyond optional not mandatory, something that only min-maxers who play 15 hours a day would do.
    Looking at the mechanics I outlined in the OP, I'm guessing that +18 and up will be impossible for some players, even ones who play regularly, because of the costs involved. Or it could take so long that a significant amount of players will not have achieved +20 by the time the next goalpost is introduced.

    In the recent Q&A with pvtWiggles PM_Balsazar said that the +15 to +20 system is "still in development" and that "the implementation was delayed because the devs were not fully satisfied by the outcome." On being questioned further about the possibility of "smoothing out the curve" he admitted that they are "still pursuing the idea."
    My other poll thread How much should enchanting to +18 and beyond improve your gear? assumes that enchanting to +18 and beyond will be extremely difficult, costly and time consuming. It asks you what the improvement gain should be.
    However, approaching it from another angle - how difficult do you think enchanting to the hard cap of +20 should be. Should it be possible for all players to get to +20 within a certain amount of time, or should +18 and beyond only be available to a minority of players? Or something in between?

    It will probably be difficult for the majority of players to increase enchant levels beyond +17. This will give a small minority of players a huge advantage. Daum have stated that they are not keen to increase the gap between 'rich and poor' ... and the system described above would certainly achieve that.
    Personally, I don't see the point of the whole thing at all, and I think dropping an enchant level on failing is a truly horrible idea. I haven't the slightest desire to grind money and black crystals for hours on end only to see all my hard work evaporate in one click.

    The planned system (as far as we know and it may well have changed):
    To enchant your gear past +15 you will need Concentrated Black Stones, which are crafted from 2x Black Stones and 1x Hard/Sharp Black Crystal.
    Enchanting to +17 using Concentrated Black Stones works the same way as to +15. So if you fail an attempt your fail stacks will increase by 1, your Concentrated Black Stone will be lost and your item's maximum durability will degrade. 
    In addition, if you try to increase above +17 and you fail, then your gear will reduce by 1 level. So if you attempt to increase from +17 to +18 and fail your gear will drop to +16. If you attempt to increase from +18 to +19 and fail your gear drop back to +17.
    There may be an item available - Cron Stones - which can prevent an item losing a level on failure. These cost up to 1 million silver each and multiple stones are required per upgrade. Failing an upgrade will use up Cron Stones but you will not gain a fail stack. The estimated cost of upgrading can be in the tens of millions, or possibly hundreds of millions of silver.
    The increase in AP per enchant level for a Liverto weapon is thought to be follows:
    +14 to +15 = 5AP+15 to +16 = 8AP+16 to +17 = 8AP+17 to +18 = 12 APBeyond +18 = 8 APSources: Description of how enchanting works beyond +15  AP increase per enchant level
