    Why stop there?  How about RNG for which game actually runs when you start BDO?  Instead of riding horses, you could end up exploring the Milky Way in Elite: Dangerous.

    I would wager that if a PvE only server were created, where there was no possible way to engage in non-consensual PvP, that server would fill up very quickly.  There are a great many of us who just don't care for PK & ganking.  It's nothing but an annoyance and disruptive to our enjoyment of the game.  Personally though, I'd be satisfied if they just gated PvP behind a quest.  Even if not completing it would mean I could never reach level cap.  I'm perfectly fine with that.
    There's a very large population of players who just don't enjoy PvP.

    You're operating under the assumption that all people who play PvE in an MMO do so for end game content.  That is not the case.  I'll tell you why I want to play this game.  
    First, in every game I play, exploration is one of my first loves.  And this GORGEOUS game excites the explorer in me.  This is not end game (PvE or PvP), it's just enjoying the game.  
    Second, there is SO much to do that doesn't involve end game.  The idea that I could set myself up as a horse (or pet) breeder/trader, is quite interesting.  Again, nothing to do with end game (PvE or PvP).
    Third, you seem to assume that PvP is THE ONLY sort of group play in an MMO.  There are a great many of us who like to do things (again, not just end game stuff) WITH friends and family, not AGAINST them.  Contrary to what you seem to think, you can have player interaction without PvP.
    Fourth, and this is probably something about which most hardcore PvPers could give a rat's behind, there is the role playing potential.  This game provides a tremendous opportunity for those who love role play.
    There are a great many PvE players who will engage in the game and the world it provides, along with other players and have no intention of leaving a few months later.  I fail to understand why so many proponents of PvP can't grasp the notion that a game can be enjoyable to many without killing other players.
    I'm just saying that PvP should be a choice, not something involuntarily forced upon someone who just wants to enjoy the world of BDO.  There's really no reason that some sort of flagging system can't be used.  Or have PvP gated by a quest to unlock it.  Or, if not either of those, give me a way to toggle leveling so I can lock myself in at level 49.
    TL;DR... PvP is not the only thing that makes a game like this fun and interesting.

    There is potential abuse in almost everything.  However, there are a large number of MMO players who do not like PvP, but would truly LOVE to explore the world in this game and enjoy its many other facets.  But they'd like to do so without being forced to engage in PvP.

    Apologies if it's already answered in the 23 pages of posts, but I just don't have time to read them all.  I simply wanted to add my voice to the chorus...
    What does this do for those of us who do not enjoy PvP at all and do not wish to engage in it?  I agree with those who have said they'd rather have a flagging system.  I prefer a way to ensure I am not forced to engage in PvP.  In fact, I won't engage in PvP at the whim of someone else.  I will simple release the mouse and die.  No fun for them and just an inconvenience for me.  I'd much prefer to be able to just go about my merry way, exploring the beautiful world.  Live and let live.

    Agree completely.  In addition, I'm not sure how I feel about taking a karma hit for declining a challenge.  If someone is being a jerk and repeatedly challenging me, that could add up quickly.
