Resolution suddenly messed up. Cannot change Resolution.

My Monitor is with 4k Res and I am trying to make it to 1920 x 1080 as my laptop can't run smooth with 4k res. I was having the black border problem when I switch to 1920 x 1080 and fixed it by changing the Scaling to "Override Application Settings". Yet, just today when I boot up the game, it was stuck in 4K res again. I tried to change it back but the button just won't respond, I can change the other settings but I just can't modify the resolution in anyway. I even tried to change the game option file in Documents, but the game still boosts up as 4k in the right corner of the screen. If I try to change it to Fullscreen Window mode or just window mode, it becomes back to 4k normal and now I have no way to change the resolution back to 1920 x 1080. If I attempted to change my screens resolution, the game opens as that resolution but as soon as I open the setting, it is stuck at 4k again. Please do help. Thanks.

TL:DR Game was working fine on my 4K monitor with res set to 1920 x 1080. Now (2 days later) the two arrows on the resolution suddenly stopped working and I am stuck in 4k.

Tried to clean reinstall still no luck. Problem still there.

Issue is "Clean reinstall" isn't clean.
C:\Users\<Name>\Documents\Black Desert Delete all the files in here, Obviously save your screenshots if you want them. This fixes Graphics issues e.t.c.

The other 2 locations that it doesnt clean shouldnt afffect graphics to i'll skip tho but if you are wondering its C:\Users\<Name>\AppData\Local\BlackDesertOnline & Registry Entries.
Now back to your probliem, sounds like your graphic settings in windows/GPU company have Force to Resolution on. Unfortunately its been Years since i have had to deal with that for AMD & Windows, so i dont remember the Fix, But i know if you google it, its out there.
-If its Nvidia i could look into it more.

First off, thanks for looking into it. Yes, it is Nvidia. And I have deleted the files inside Document before I re-installed the game. I have tried running other games and I can successfully change the resolution. Besides, Black desert was working fine earlier today, but it suddenly have this issue after I finished my dinner. I have tried reinstalling my Intel Graphic drive but still no luck. This is why I am not sure what is happening. Thanks again.

Edit: Its a 980M Optimus on a Laptop.

Other thing was: could be the monitor overwritting the resolution?
Anyway tried a few things, kinda at a loss since i dont have your issue. but a few things that i found might be of some if little help?

My Documents>black desert, right mouse click, untick read only. Then load game set the Resolution in game, shut down the game, then Re-set it to read only, Should stop the resolution changing. Should..... probably wont tho because mine doesnt... worth a try tho.

I looked into Nvidia the best i could,ran into issues of multipul options for the same thing, so much wasted time... & no option to do it for single programmes which it should have under 3d settings but doesnt.......

Geforce experiance does have options to overwrite scaling of programmes, It could be Geforce experiance app over writting your settings, this does happen alot.
I personally dont use Geforce Exp app anymore thats 1 of the reasons why.

This seems to be the best option for forcing scaling & resolution for all games tho, set GPU, 1080p, & your refresh rate. Worked across all the stuff i tested no issues. Hopefully solves your probliem?

Yes, it is this that go backs to 4k. If I modify the file in the Document or change the settings in launcher, this shows 4K when I boot up the game. If I lower my Screen resolution to say 1920x 1080 and launch the game, the in game "Screen Resolution" will be come something different, and If I attempt to change it with the two arrows, it becomes 4K again, and then I cannot change it back to the original one. I can't even click cancel on the menu, but only accept and it becomes 4k again.

For the changing file for "read only", I tried that but the game auto rewrite the file back to 4k Resolution. So if I launch the game and close it, it rewrites the file despite 

And for the Overwrite program scale thing, I did that already and that is how I solved the able to change resolution but get black border issue. Before I changed the Scale thing in my GPU setting, I can modify my Resolution to 1920x1080 but it would have a black border around it. With the Scale overwrite active, I solved this problem it scaled right and enjoyed the game for 2 days. I have already tried playing with those settings but it is still stuck at 4K no mater what.

EDIT: Tried to use GeForce Experience to change the settings as well, but game just decide to force back to 4K in a small window.

Well there is 1 thing i didnt want to suggest, because i've never had the need to try it (for a game), but might as well, its hit & miss on if it'll work, but My Docs > find the file with the resolution (not on my PC atm) right click, security, remove the ability to write, modify, special & full control for all listed..... 
It does work, but its something we do when messing with O/S not games....
