Nouver VS Kutum

This question is geared specifically towards PvP.

At first glance it seems that Nouver>Kutum as the difference is 14 ap and that's quite a bit. However after talking to a few people they are starting to wonder if Kutum would be better, as it helps with accuracy in an increasingly evasion-leaning meta, and the ignore resist seems to be better than resist itself.

Im starting to think that perhaps kutum would be similar to rosar in that its better than nouver IF youre able to effectively keep 225+ AP with kutum equipped, but I don't have TRI of each to try to compare them in any kind of testing. I was hoping one of you would either already have done some testing OR at least be able to help provide helpful insight as to which is better for PvP.

I would say it's a preference. Many rangers tend to go full ap, hence Nouver dagger. However, compared to steel dagger, then Nouver is "only" 5 ap more at TRI. If you dont feel much difference using your steel dagger, then neither will you on Nouver damage wise. In terms of survivability, Nouver might help on cc resist, but if your opponent is running ignore resist stuff (which almost every pvp'er has nowadays), Nouver becomes useless unless you cc and kill first. 

As I have heard, people call Nouver "endgame" offhand, but Kutum as "end-endgame" offhand, which means Kutum wins at the end of the "perfect" gear. Although, having less than 220 ap with Nouver, then using Kutum is not that good. Kutum is good after you reach a certain AP for that extra ignore resist and accuracy/evasion. Then again, Nouver can provide 2x 10% ignore resist on certain cc types from 2x crystal slots. 

Also in PvP, the first cc hit makes the winner (if you both are geared equally), which is why I went for Kutum over Nouver. Another thing is that rangers have all types of cc except for freeze, hence ignoring all type of cc from Kutum effect makes me be able to rely and trust on my cc hits. Offense is the best defense right?

An oversimplified version would be Nouver for PvP and Kutum for PvE
