Can my laptop play BDO?

I was customizing my character earlier today but my certain laptop was lagging a lot. I decided to browse for a used laptop for $500 and these are the specs. Can these specs play BDO on low without any fps lag?

Specs: 
Quad core Intel I5 processor 
8GB Ram 
500gb HD 
Nvidia GeForce GT 640M Dedicated Graphics card

How about these specs?

AMD A10-7800 3.5 GHz

8GB Ram

AMD Radeon R7 Graphics.

This info is for my friend since I am not that good with computers. My friend can only spend $400 on his computer and he lives in Canada.

I have an Asus laptop.

core i7

12gb ram

600gb~ of HD

Nvidia Geforce GTX 560m

I run the game at around 30 FPS on low settings for everything.  Only time i really do get dropped frames is when I am in a city with a lot of people around.  Hope that helps with a comparison, even though you have a better video card than me, you may run lower FPS than me so the game is run-able, but likely unplayable.  Although..you can always run the game in optimization mode..

How about these specs?

That graphics card is not bad, but i would get better ram and I do not know the AMD equivalence to the Intel cpus.

you can always input your specs into gamedebate and it will tell you what you can run on, give or take a few numbers in the score

my secondary laptop has a 740m I imagine the 640m is equivalent. it plays the game on mid settings at average 25 fps.

Yes it will, but as far as the performance question goes you're going to have to test it out for yourself. Since according to various sources my GPU would run the game with 30 FPS on High, whereas I am playing with an FPS ranging from 35 to 60.

it can, but you need to play the game on everything at ow settings.
